To find these numbers wisely, we must see what we can deduce general characteristics. The only thing I can think is that the first number can only be 1, 2 or 3. Once

The best, in this case, is to start with the last digit of the first issue, since we can quickly calculate the last digit of the other two (and note whether or not we get and how much).
